Plan Commission Meeting Minutes – November 5, 2020

PLAN COMMISSION

 

A meeting of the City of Kaukauna Plan Commission was called to order at 4:00 p.m. on Thursday, November 5, 2020, by Chairman Penterman.

 

Members Present: Feldt, Feller, Penterman, Schoenike, Sundelius, Thiele.

 

Also Present:  Planning Director Jakel, Principal Planner Brunette, Media.

 

  1. Excuse the Absent. A motion to approve the absent Commission member was made by Thiele, seconded by Feldt.  All members voted aye.  Motion carried.

 

  1. Minutes. A motion to approve the minutes of the October 22, 2020, meeting was made by Feller, seconded by Feldt.  All members voted aye.  Motion carried.

 

  1. Executive Session – Developer’s Agreement for Preservation and Adaptive Reuse of Carnegie Library Property. A motion to adjourn to Executive Session at 4:05 p.m. pursuant to Wisconsin State Statute 19.85(1)(e) to discuss a developer’s agreement for the preservation and adaptive reuse of the Carnegie Library property was made by Feldt, seconded by Schoenike.  All members voted aye.  Motion carried.

 

  1. Open Session – Developer’s Agreement for Preservation and Adaptive Reuse of Carnegie Library Property. A motion to return to Open Session at 4:35 p.m. was made by Sundelius, seconded by Feldt. All members voted aye.  Motion carried.
  2. Rezoning 111 Main Avenue from IT to CCD. Brunette explained that the rezoning is necessary for the adaptive reuse of the Carnegie Building and matches existing CCD zoning on surrounding properties. The disposition of historic municipal property requires a review and Certificate of Appropriateness from the Redevelopment Authority to insure design standards in the downtown are maintained.  A public hearing to receive comments on the rezoning will be held before the Common Council. The rezoning will trigger an amendment to the comprehensive plan reference to the property.  Mr. Schoenike explained that the property would need to be rezoned if sold either way.  Mr. Jakel explained that the property would ultimately end up on the market and any reuse would require rezoning.  This just gets the first step out of the way.  A motion to recommend to the Council approval of the rezoning request subject to comments received at a public hearing before the Common Council, was made by Schoenike, seconded by Thiele.  All members voted aye.  Motion carried.

 

There being no further business to be brought before the Commission, a motion to adjourn the meeting at 4:40 p.m. was made by Sundelius, seconded by Feldt.  All members voted aye.  Motion carried.
