Common Council Meeting Minutes of April 3, 2019
COUNCIL PROCEEDINGS Council Chambers Kaukauna, Wisconsin – April 3, 2019.
Pursuant to adjournment on March 19, 2019 meeting of the Common Council of the City of Kaukauna called to order by Mayor Penterman at 7:00 P.M. on Wednesday, April 3, 2019.
Roll call present: Coenen (via phone), Driessen, DeCoster, Duda, Kohne, McGinnis, Roehrig and
Thiele.
Also present: DPW Sundelius, City Atty. Davidson, Eng./GIS Spec. Neumeier, Planner Jakel, Principal Planner Watson, Asst. Fire Chief Teesch, Police Chief Manion, HR Director Vanderloop, Fin. Director VanRossum Rec. Director Malloy, Street Sup. Vandenheuvel and interested citizens.
One minute of silent prayer and the Pledge of Allegiance to the American Flag observed by the assembly present.
Motion by Roehrig, seconded by Driessen to suspend the rules and waive the reading of the minutes of the previous meeting of March 19, 2019.

Appoint Nick Rieth to replace Mike Schmidt on the Industrial & Commercial Development Commission for the remainder of his term ending 4/1/21.

Severe Weather Awareness Week April 8-12, 2019.
The City of Kaukauna has partnered with Outagamie County and will be providing approximately 50 Noah weather radios to the city residents at no cost. These radios will be placed in the hands of vulnerable residents who live by themselves, do not have access to the internet or cellular phones and could benefit from having the radio. There will be a limit to one per household. Interested residents can contact the Mayor’s office starting April 8, 2019 to reserve one.
The weekly tornado sirens resumed on March 30, 2019 and will take place weekly on Saturdays. Ald. Roehrig asked for an update on this Outagamie County service be given at the next Council meeting.

Motion by DeCoster, seconded by Kohne to receive and place on file the meeting minutes from the KATODA Meeting Minutes of February 20, 2019.

Motion by Driessen, seconded by Roehrig to receive and place on file the meeting minutes from the Kaukauna Public Library Board of February 26, 2019.

Operators/Bar Tenders License – The following operators have applied for an operator’s license for 2018-2020 and has been recommended for approval based upon the records check done by the Kaukauna Police Department.
Kayla M. Dreier – 324 S. Badger Avenue, Appleton
Ali M. Roehrborn – 105 W. 9th Street, Kaukauna
Motion by Roehrig, seconded by Kohne to approve the Operators/Bartenders license.
The following applicant has applied for an operator’s license and has been recommended for denial based on their record check by the police department:
Kristina M. Kriefall – 622 Broad Street, Menasha – Record

Reports of City Officers.
Report from Peter Peregrine, Professor of Anthropology at Lawrence University on archeological findings and future recommendations for the Grignon Mansion.
Principal Planner Watson introduced Peter Peregrine to the Council. Professor Peregrine gave a report on the archeological findings and what his recommendations for the future of the Grignon Mansion. He asked the city to recognize the unique piece of property they have with the Grignon Mansion and hopes to continue to have his students continue to work on the property.
Request for the donation of a 2008 Chevy Impala to Fox Cities Crisis Response Team.
Police Chief Manion gave a brief history of the Fox Cities Crisis Response Team and their purpose. The group is in need of a vehicle for traveling between the counties that they are involved in. The donation of the car is a way for the City of Kaukauna to contribute.
Motion by McGinnis, seconded by Driessen to donate the 2008 Chevy Impala to Fox Cities Crisis Response Team.

Review of Wisconsin Avenue reconstruction project/parking.
Eng./GIS Spec. Neumeier gave background information on the proposed 2019 Wisconsin Avenue paving project. A meeting was held to give business and property owner’s information about this project. The main concern was the loss of parking. The comments made were shared with the Council.
Motion by DeCoster, seconded by Driessen to allow the public to speak on the Wisconsin Avenue reconstruction project/parking.

James Vanderloop, 115 W. Wisconsin Avenue, Kaukauna spoke about concerns with the hill behind the avenue. The hill is sliding into the canal. He feels the money would be better spend to put up a retaining wall or some way to keep the hill from sliding.
Jason Hurst, 235 W. Wisconsin Ave., Kaukauna spoke about his concerns with duration of time the street would be closed and the lack of parking. He asked the Council to consider these concerns and come up with a better plan for this project.
Jacki DeCoster, 121 W. Wisconsin Avenue, Kaukauna asked the Council to consider the lack of parking for patrons of the businesses on Wisconsin Avenue.
Harvey Sprangers, 115 Wisconsin Avenue, Kaukauna spoke about the conditions of other roads in the City and felt there are many roads that are in worse shape than Wisconsin Avenue.
Jim Vanderloop spoke again about making the area in the back of businesses into parking stalls.
Update on the sale of city lots on Nature View Court and Hyland Ave.
Planner Jakel informed the Council that the sale of city lots on Nature View Court and Hyland Avenue, per Council direction, has been completed. Closing will take place shortly.
Update on Days Inn
Attorney Davidson apprized the Council that litigation was initiated against the Days Inn & Suites in Kaukauna. Under the Fox Cities Room Tax Agreement we are obligated to collect action when a hotelier has not remitted their room tax timely. This particular facility has been in arrears for a long duration. A default judgement with the Outagamie County Court was served to the business prohibiting them from operating the hotel until which time the City is made hole for the back room taxes. Mayor Penterman stated the hotel owner did come in and make a partial payment and is scheduled to come in and make another payment later in the week.

Motion made by Driessen, seconded by DeCoster to suspend the rules and wave the reading of Resolution authorizing the Mayor to sign a contract with American Legion Post #41 for a long-term lease in Street Park and Recreation Building.
