TIF #10 Joint Review Board Meeting Minutes – April 8, 2019
TIF #10 Board of Review
A meeting of the TIF #10 Board of Review was called to order at 11:00 a.m. on Monday, April 8, 2019, by Acting Chair Moore.
Members Present:

Bob Schafer, Kaukauna Area School District
John Moore – At Large Member
Also Present:

Principal Planner Ally Watson
- Minutes of March 7, 2019, Meeting. A motion to approve the minutes of the March 7, 2019, meeting was made by Schafer, seconded by Van Straten. All members voted aye. Motion carried.

Clarification on Revised Joint Review Board Resolution Approving TIF #10. Ms. Watson explained that the Department of Revenue was requesting specific language be included in the resolution adopting TIF #10. The specific language is as follows:
- The proposed development would not occur but for the creation of TID #10 by the local municipality and this body.
- The economic benefits of the proposed development within TID #10 are sufficient to compensate for the costs of creating the tax increment district.
- The long-term benefits for the community generating from the proposed development within TID #10 outweigh the anticipated tax increments to be paid by the district’s property owners.
Mr. Moore asked if the revisions would affect the financial projections in the project plan. Ms. Watson explained that the revisions are linguistically enforcing that the taxing jurisdictions recognize the long-term benefits of the development to the community. Mr. Jakel explained that the revised language would have no effect on the projections. Ms. Watson explained that the financial submittals used 2018 data which listed the former St. Al’s site as public with a zero value whereby the 2019 numbers will be based on the sale of the property – this information has already been factored into the projections. A motion to approve the revised Joint Review Board resolution approving the creation of TIF #10 was made by Van Straten, seconded by Schafer. All members voted aye. Motion carried.
A motion to adjourn the meeting at 11:10 a.m. was made by Schafer, seconded by Van Straten. All members voted aye. Motion carried.
