Plan Commission Meeting Minutes – September 6, 2018
A meeting of the City of Kaukauna Plan Commission was called to order at 4:00 p.m. on Thursday, September 6, 2018, by Chairman Penterman.
Members Present: Coenen (by phone), Feldt, McGinnis, Moore, Penterman, Schoenike, Sundelius.
Also Present: Planning Director Jakel, City Attorney Davidson, Principal Planner Watson, Project Engineer Neumeier, Planning/Engineering Technician Holmes, Interested Citizens.
Absent and Excused. A motion to excuse the absent Commission member was made by Moore, seconded by Schoenike. All members voted aye. Motion carried.
Relocation of White Wolf Pond in Wildlife Heights. Mr. Schmalz of McMahon Associates representing the developer, prepared a release of easement and new easement for Lots 11, 12, and 13, extended the storm sewer easement to the pond, and included language referencing Lot 11, 12, and 13, would be sold with Lot 14 and could not be sold individually without City approval. Mr. Sundelius explained that he preferred to see Lots 11, 12, 13, and 14 addressed via a CSM in order to enforce maintenance issues and simplify the tax bills. Mr. Schmalz asked for approval to present the CSM directly to the Council if possible. Mr. Sundelius agreed saying the CSM would be straight-forward and that he had no issue with it. A motion to recommend approval to the Council of the above referenced CSM concerning Lots 11, 12, 13, and 14 as well as the relocation of the pond as presented was made by Sundelius, seconded by McGinnis. All members voted aye. Motion carried.
Two Lot CSM for Robert Jaeckels at Green Bay Road. Mr. Jakel explained that the CSM would split one large lot into two with both lots meeting zoning and setback regulations for single family development. Mr. Jakel did request the placement of a ten-foot utility easement at Lot 1 and 2 along Highway 96 and to allow a ten-foot utility easement along the north lot line of Lot 2 as Farmland Drive is expected to be extended in the future. Mr. Jaeckels asked how the buyer of his property would be a permit for a driveway along Highway 96. Mr. Jakel explained that it is out of the City’s jurisdiction and he would need to contact the WDOT. A motion to recommend to the Council approval of the CSM contingent on the placement of the easements as referenced above was made by Moore, seconded by Schoenike. All members voted aye. Motion carried.
There being no further business to be brought before the Commission, a motion to adjourn the meeting at 4:15 p.m. was made by Sundelius, seconded by Feldt. All members voted aye. Motion carried.
