Plan Commission Meeting Minutes – August 25, 2016
A meeting of the City of Kaukauna Plan Commission was called to order at 6:00 p.m. on Thursday, August 25, 2016, by Planning Director Jakel.
Members Present: McGinnis, Penterman, Sundelius.
Also Present: Planning Director Jakel, Planning Intern Russell, Quasan Shaw representing Vierbicher and Associates, Media.
Absent and Excused: Feldt, Oldenburg, Rosin, Schoenike, VanderSanden.
- No Quorum. There were not enough Commission members in attendance for a quorum so no action will be taken.
- Public Hearing to Receive Comments on TIF #9. Mr. Jakel opened the public hearing at 6:05 p.m. and asked three times if anyone present wanted to speak in favor of or in opposition to the creation of TIF #9. No one appeared. The public hearing was closed at 6:06 p.m. The TIF plan will be reviewed and approved at a future meeting.
Mr. Jakel explained that Vierbicher and Associates had previously done our downtown market analysis and various follow-up on other TIF projects. The Common Council authorized Vierbicher to handle the TIF creation process due to the relatively short time line.
Mr. Shaw explained that the draft project plan will be distributed to Commission members and reviewed at the next Plan Commission meeting. The area under consideration is relatively small at 3.37 acres. Approximately 47% of the TID is in need of rehab. The current zoning will remain in effect. A developer incentive of $100,000 up front and an additional $100,000 pay-as-you-go over the next five years has been authorized by the Council. The City’s total equalized value is $987 million and current TID value is at $67 million – which is approximately 4.34% of the maximum 12% allowed by the State. The plan meets all legal state requirements for creation.
Mr. McGinnis asked about additional property being considered for inclusion. Mr. Shaw explained that based on his experience in real estate, the location at the intersection of two highways and near Highway 41 makes it a future retail hot spot. All adjoining neighbors had been invited to attend the public hearing or to contact Mr. Shaw with any questions or comments – although he had not received any yet.
Mr. Jakel explained that the TID plan is basically a developer incentive toward storm water management and asked if it would permit public improvements in the future. Mr. Shaw explained that it absolutely could and that he tries to leave room in the plan for flexibility by the municipality and future development options.
Mr. Sundelius asked about eligible incentives and why storm water management was chosen to be funded over another option. Mr. Jakel explained that storm water management was key to the project and added costs versus other criteria. Some funds could be allocated towards site prep and remediation. Mr. Sundelius explained that storm water will be placed underground. Mr. Jakel explained that Mr. Neumeier looked at over-sizing the storm water area for added public benefit. Mr. Sundelius explained that would likely not be the case based on their research.
