Plan Commission Meeting Minutes – June 23, 2016

A meeting of the City of Kaukauna Plan Commission was called to order at 4:00 p.m. on Thursday, June 23, 2016, by Chairman Rosin.

Members Present: McGinnis, Feldt, Oldenburg, Rosin, Schoenike, Sundelius.

Also Present: City Attorney Davidson, Planning/Engineering Technician Holmes, Planning Intern Russell.

Absent and Excused: Penterman, VanderSanden.

1. Absent and Excused. A motion to excuse the absent Commission members was made by Feldt, seconded by Schoenike. All members voted aye. Motion carried.

1. Minutes. A motion to approve the minutes of the June 9, 2016, meeting was made by Sundelius, seconded by McGinnis. All members voted aye. Motion carried.

1. Amend site plan for Nottingham Cottages. Mr. Jakel explained the owner would like to split the duplex known as 12 and 22 into two single family units. All setbacks from the R-O-W will be maintained. Two options we given to the Commission. The second element of this item is the common element on the corner of Gertrude and Ducharme Streets. The owner would like to donate the property to the City to facilitate the street alignment. A motion was made to approve option 2 was made by Schoenike seconded by McGinnis. All members voted Aye. A motion was made to accept the common area was made by Feldt seconded by McGinnis. All members voted Aye.

• Review and recommendation on allowing expenditure of ErTIF funds for a methane liner at Coffee Hill Condominiums. Mr. Jakel explained the process of the methane liner to the Commission. He also explained the Vanhandel’s were required by their bank to put 40% down on the condos which have a methane barrier. The condos which have been constructed will pay down the existing TIF and the more that can be constructed the faster the TIF will expire. A motion to recommend to the Council approval for expenditure of $2500 from the ErTIF for units 15 & 16, 36 & 37, 38 & 39, and 40 made by McGinnis, seconded by Oldenburg. All members voted aye. Motion carried.

• Consideration of annexation for property off Peters Road for Davis/Scheffen to construct a single family home. Mr. Jakel explained the annexation meets State statutory requirements and has a shared boarder with the City of Kaukauna. He explained the original annexation brought before the Commission has been reduced in size. A motion to recommend to the Council approval of the annexation was made by Oldenberg, seconded by Schoenike. All members voted aye. Motion carried.

There being no further business to be brought before the Commission, a motion to adjourn the meeting at 4:34 p.m. was made by Schoenike, seconded by Sundelius. All members voted aye. Motion carried.
