Redevelopment Authority Meeting Minutes – January 12, 2016

A meeting of the Redevelopment Authority of the City of Kaukauna was called to order at 9:30 a.m. on Tuesday, January 12, 2016, by Chairman Haak.

Members Present: Haak, Feldt, Landreman, McGinnis, VanderWyst.

Absent and Excused: Natrop, Smith.

Also Present: Planning Director Jakel, Mayor Rosin, Planning Tech Holmes, Applicant, Media.

  1. Minutes. A motion to approve the minutes of the November 18, 2015, meeting was made by McGinnis, seconded by Feldt. All members voted aye. Motion carried.
  1. PACE Loan – Martin DeCoster of Plan B at 121 West Wisconsin Avenue. Mr. Jakel explained that the applicant submitted a loan request last fall for added insulation in conjunction with a new roof with the intent of having the work done in spring. However, a leak developed in the roof and a contractor was able to do the work due to the mild weather. An energy audit showed significant savings as a result of the new roof. Total project cost was $16,300. Mr. DeCoster explained that his original intent was to repair the roof, however, it was determined that the roof was incorrectly installed in the first place, forcing his decision to replace the roof. Mr. Jakel explained that PACE loan amounts are determined by the value of a building and debt against it – in this situation, a maximum amount of $9,500 ($300 for closing costs) at 2% for 5 years would be eligible. Mr. Feldt asked when the FOCUS audit was completed. Mr. DeCoster explained that it was approximately 1 ½ years ago. Mr. Haak asked if the balance of the project would be funded personally. Mr. DeCoster explained that he would be receiving the money from a family member. Mr. Landreman asked if the timing of the loan – with work already being completed – would be an issue. Mr. Jakel explained that it happens from time to time. Chairman Haak asked if multiple bids had been received. Mr. Jakel explained that they had but were not included in the packet. Mr. McGinnis asked if the applicant still intended to proceed with the other improvements suggested in the audit. Mr. DeCoster explained that he did. Mr. Feldt asked about the quote from Northeast Asphalt dated January 2016 for the work completed in 2015. Mr. DeCoster confirmed that the work was done around December 8, 2015. A motion to approve the loan request by Martin DeCoster of Plan B at 121 West Wisconsin Avenue in the amount of $9,500 at 2% for 5 years was made by McGinnis, seconded by VanderWyst. All members voted aye. Motion carried.

There being no further business to be brought before the Authority, a motion to adjourn the meeting at 9:50 a.m. was made by VanderWyst, seconded by Landreman. All members voted aye. Motion carried.
